Created in 2002, the São Paulo State Transport Agency (ARTESP) is in charge of overseeing public transportation for Brazil's São Paulo state. Working under the Secretariat of Government and endowed with financial, budgetary, technical and administrative autonomy, ARTESP oversees the compliance with regulation and ensures contractual obligations entered with the State and private parties are fulfilled. The agency is tasked with balancing the interests of consumers, the government, and concession companies in the areas of highway concessions, public transport, and airports.
