A number of groups in Puerto Rico – among them Comité Diálogo Ambiental and the power and irrigation industry workers union UTIER – filed a motion with energy regulator NEPR asking that the watchdog “set aside” an order related to a new combined cycle gas turbine plant.
On August 3, NEPA directed the Puerto Rico Public-Private Partnerships Authority to conduct an RFP for the project which would run on natural gas and/or hydrogen.
The groups, known collectively as LECO, argue that the RFP is inconsistent with Puerto Rico power utility PREPA’s integrated resource plan approved in 2020.
LECO has opposed plans to look further into gas-fired power generation, lobbying instead to advance the incorporation of renewables.
In a related note, local NGO Cambio published a document in which it argues that Prepa’s fiscal plan “deepens the problems of the power system.”
