Puerto Rico’s Department of Economic Development and Commerce issued a request for qualification (RFQ) to prequalify energy service companies for as-needed energy savings performance procurement.

The call falls under the Puerto Rico Energy Policy Program which promotes energy efficiency in government buildings and installations.

Company Hidroeléctrica Macano II filed an EIS with Panama’s environment ministry for the 5.25MW Macano II hydro project.

The proposed plant would be built in the district of Boquerón, Chiriquí province, and use water discharged from Hidro Boquerón’s Macano hydro in operation.

The public spending committee of Costa Rica’s legislative assembly approved a motion to open an investigation into investment by state power company ICE in Nicaragua’s state power transmission operator Enatrel since 2017.

The lawmakers question the dealings, which would include the sale of telecommunications services, due to human rights violations by what they describe as Nicaragua’s dictatorial government, and the latter’s constant antagonistic stance toward Costa Rica.

The committee has called on ICE’s current president Manuel Acuña and former head Irene Cañas to a hearing, along with the current and former foreign ministers.
