Spotlight: The main infra tenders launched in Paraguay in Q1

Paraguay's public works ministry (MOPC) saw progress on several key infrastructure projects during the first quarter of 2025, including tenders for major waterworks and the access road to the second border bridge with Brazil.

MOPC's 2025 budget stands at US$972mn, not including an additional US$590mn expected to be financed through private investment.

According to the country's roadworks chamber Cavialpa, some of the most important tenders launched between January 1 and March 31 include:

Mariano Roque Alonso basin potable water and sewerage works (US$143mn):
The tender was launched in early February and is divided into four lots. The works are financed by Latin American development bank CAF and involve sewer and drainage pipelines, a wastewater treatment plant, 9.4km of impulsion pipelines and six pumping stations. 

Bids are scheduled to be opened on May 9. The documents can be seen here, in Spanish.

Lambaré basin wastewater treatment plant and sub-fluvial emissary (US$29.5mn):
The auction was launched in January. The project is funded by the Inter-American Development Bank (IDB), development promotion fund Fonprode and the European Union through the Spanish agency for international development cooperation (Aecid). The works consist of a wastewater treatment plant with capacity to handle 2,266l/s and a sub-fluvial emissary. 

Bids will be opened on May 12.

Ciudad del Este potable water infrastructure (US$36.1mn):
The tender was launched on January 16. The project involves construction of a water intake on the Monday river, a new potable water treatment plant, raw and potable water pumping pipelines, a distribution center in Presidente Franco and the necessary pumping stations for system operation. 

Bids are scheduled to be opened on May 19.

Bioceanic bridge access road (US$10.7mn):
Bids were opened on March 28 and are currently under evaluation. The contract entails paving a 3.8km road that will connect the future Bioceanic bridge across the border with Brazil to route PY15. Three bidders are competing for the contract:

Consorcio Vial de Integración (Tecnoedil-LT)
Concret-Mix

Route PY04 improvement, Pilar–Humaitá–Paso de la Patria stretch (US$46.1mn):
The tender was launched in February, with bids set to be opened on April 29. The works are divided into two lots and involve the improvement of a total of 60km in Ñeembucú department.

Meanwhile, other tenders launched last year and expected to be awarded in 2025 include the US$430mn PPP for Route PY01 and the US$100mn turnkey contract for route PY10.
