Which projects could be part of Sheinbaum’s infra plan?

After three weeks in office, Mexico’s President Claudia Sheinbaum has still not published the infrastructure plan she repeatedly promised during her campaign.

But some projects were mentioned in speeches and in campaign documents. 

BNamericas presents a list of projects that will likely be included in the infrastructure plan.  

Rail lines

Sheinbaum promised to build 3,000km of rail lines to continue the plans of her predecessor Andrés Manuel López Obrador to revive the passenger train system. The rail system was privatized by president Ernesto Zedillo in 1995, but has largely become non-operational since then.

Her plans involve twice the amount of lines built during the previous administration. 

Apart from continuing López Obrador’s flagship projects like the Maya train and the interoceanic corridor, projects she will likely support are:

Freight rail lines 

  • Mexico City-Tuxpan corridor
  • Guadalajara-Aguascalientes link 
  • Mazatlán-Durango line
  • metropolitan projects 
  • more intermodal connection points

Passenger rail lines

  • Mexico City-Veracruz-Coatzacoalcos link
  • AIFA-Pachuca interurban train
  • Mexico City-Querétaro-León-Aguascalientes train
  • Manzanillo-Colima-Guadalajara-Irapuato link 
  • Mexico City-San Luis Potosí-Monterrey-Nuevo Laredo train
  • Mexico City-Querétaro-Guadalajara-Tepic-Mazatlán-Nogales train 
  • Aguascalientes-Chihuahua-Ciudad Juárez train

Highways

Only 33% of federal highways are in good condition, according to construction chamber CMIC, and the rest require comprehensive modernization. 

Some of the projects that Sheinbaum promised to include in her infrastructure plan are: 

  • rehabilitating at least 3,000km of rural roads 
  • Baja California and Baja California Sur: expanding the coastal highway connecting Los Cabos and Tijuana, including the overpasses in Los Cabos and the Ensenada-Tijuana stretch
  • Sinaloa-Chihuahua: building a highway between Los Mochis and Ciudad Juárez-Chihuahua
  • Sonora-Chihuahua: expanding, repairing and building the Guaymas-Ciudad Juárez highway
  • San Luis Potosí-Coahuila: construction of the San Luis Potosí-Saltillo-Monclova-Piedras Negras highway
  • Hidalgo-San Luis Potosí: building the Pachuca-Huejutla-Tamazunchale highway
  • Mexico state and Guerrero: expanding and repairing the Toluca-Tejupilco-Coyuca de Catalán-La Unión-Zihuatanejo highway
  • Morelos, Puebla and Guerrero states: building the Cuautla-Tlapa-Marquelia highway
  • Puebla-Amozoc: expansion of the highway
  • Oaxaca and Guerrero: building the coastal highway linking Salina Cruz and Zihuatanejo
  • Oaxaca: building the Oaxaca-Tuxtepec highway
  • Veracruz: refurbishing the Tuxpan-Tantoyuca-Pánuco-Tampico highway
  • Veracruz-Tamaulipas: building the Tuxpan-Naranjos-Tampico highway
  • Chiapas: finishing the Tuxtla Gutiérrez-Frontera Comalapa highway

Ports

In a campaign document, Sheinbaum promised maintenance and expansion projects related to port infrastructure to boost exports to the US, Europe and Central America.
