Telcos fined for breaching quality goals

Brazil's telecoms regulator Anatel has fined subsidiaries of Telesp, Telemar and Brasil Telecom a total of 180,000 reais (US$61,000) for breaching quality goals in 2000, related to their closing of customer help kiosks, Anatel said in a statement. Telerj, a Telemar subsidiary, suffered the bulk of the fine, with 125,220 reais. The three operators gradually shut down customer help kiosks starting in 1998 with the privatization of the sector, reportedly under the rationale that it would be cheaper to pay fines to Anatel than maintain the kiosks. Telesp is controlled by Spain's Telefonica (NYSE: TEF).
