ANDI recognizes the energy crisis that the country is going through and emphasizes the importance of having a solid and efficient sector to promote the industrial development that Honduras requires, both in generation, transmission and distribution.

Therefore, we reiterate the following:

1. ANDI in its Statutes establishes "Respect for human dignity, private property and production in an environment of free enterprise, a Rule of Law with institutions that comply with and enforce the Constitution and the laws". These rights are fundamental to develop the country.

2. The Honduran electricity generation companies, according to the official sites of the National Dispatch Center (CND), have supplied the network with the energy that the ENEE is capable of transmitting and distributing. They have responsibly complied with their obligations and have carried out the necessary maintenance tasks to guarantee the medium and long-term sustainability of this service.

3. As an Industrial Sector, since the transition period we have expressed our willingness to work closely with the Government, to avoid and solve the current crisis and in recent meetings proposals were presented that we consider pertinent:

  1. Facilitate the market for Qualified Consumers, where this can be a user whose maximum power demand is greater than 400 Kilowatts (KW), which was already established by the CREE in Agreement 20-2021, to operate in the national and regional markets.
  2. Create the technical and legal conditions for a purchase rate for the sale of industrial self-generation surpluses.
  3. Develop a Comprehensive Plan for the implementation of the Hourly Rate.
  4. It is necessary to put into operation those plants that, for various reasons, are not operational (lack of payment, lack of exoneration and lack of licensing, etc.)
  5. Facilitate the entry of projects close to the start of operations, contemplated in the Indicative Expansion Plan.
  6. Provide a benefit to the industries to put the backup plants into operation with the accounts, they could provide additional support at times of high energy demand, the payment mechanisms must be simple and guaranteed
  7. Carry out an International Public Tender, framed in the current legal regulations, which considers both the various types of demands and their geographical location. Taking into account the serious existing deficiencies in the transmission and distribution lines, with mechanisms that guarantee correct and timely payment.

4. ANDI reiterates to the population that, since the publication of the General Law of the Electricity Industry, it has highlighted in multiple public and private spaces, with national and international entities, the importance of strengthening the institutionality of the sector in order to establish a system competitive energy that promotes the development of the country at prices accessible to the population, as stated in 12 communiqués issued in this regard.
