ARESEP promotes the integration of distributed generation for self-consumption

Bull. 46-2023, July 11. The Public Services Regulatory Authority (ARESEP) proposes the rates required to promote the integration and sale of energy generated by homes and businesses, to the national electrical system.
ARESEP is responsible for establishing the necessary regulatory instruments for the safe, efficient and sustainable integration of distributed generation into national electricity grids.
The tariff model developed by ARESEP encourages the purchase and sale of surpluses between generators that develop projects with solar energy and other renewable sources, with distribution companies. This includes systems for electrical energy storage.
The ARESEP tariff proposal includes:
- Setting interconnection charges
- Setting the access fee
- Fees for the purchase and sale of surpluses
- Recognition of the costs, profitability, investments and canon incurred by the distribution companies
The calculations were made based on the cost structure of each of the distribution companies, so the proposed rates are different for each operator.
In this way, ARESEP complies with Law 10086, Promotion and integration of energy resources distributed from renewable sources.
The Mayor of Energy, Mario Mora, indicated that "based on what is established in the methodology, as well as the information provided by the eight distribution companies, favorable conditions are created for the integration of distributed generation for self-consumption as a means for the transformation of the National Electric System”.
The proposed rates will be submitted to a public hearing, which will be held on August 11, 2023, so that interested parties can express themselves in this regard, presenting their positions in favor or against.
At the end of the public hearing, the Energy Administration has one month to analyze the positions presented, prepare the technical reports and issue the resolutions that set the rates. It is expected that these new tariffs that encourage distributed generation will come into force in mid-September.
