At a Glance: Peru’s 2025-34 power transmission roadmap

Estimated investment to expand and reinforce electricity dispatch in Peru through 2034 totals US$1.27bn.

That is according to grid operator COES’s preliminary 2025-34 transmission plan proposal, which was just released after last year’s publication of the diagnostic report.

Of the total, US$576mn is for 16 “binding” projects starting in 2025-26 and estimated to come online by 2030, and US$693mn for nine projects not slated to start construction in the two-year period.

Among the higher spend, near-term works are the 500kV Colectora-Bicentenario-Chilca line (US$126mn), the 220kV Nueva San Gabán-Puerto Maldonado link (US$72mn), and the overhaul of the 220kV Tintaya Nueva-Nueva San Gabán line (US$71mn).

COES said the near-term projects provide sufficient capacity and reliability to cover demand.

The long-term projects include a second circuit for the 500kV Montalvo-San José-Ocoña-Poroma line (US$248mn), the 500kV Colcabamba-Chilca line (US$175mn), and the 500kV expansion of capital Lima’s grid (US$168mn).

Meanwhile, the long-term dispatch infrastructure will allow the greater incorporation of renewable energies, and mining and industrial projects, as well as help underpin connections with neighboring countries, COES added.

DEMAND

The roadmap’s base scenario forecasts that annual electricity consumption and demand will grow around 3% through 2034 to 83,206GWh and 11,043MW, respectively.

Of the 83,206GWh, 61% will be regulated users, 27% special loads, 11% large projects and the remainder, other offtake.

As part of the plan’s preparation, a demand study determined that “despite the advantages offered by electromobility technologies, distributed generation and green hydrogen, its impact on the Peruvian electrical system towards 2034 is limited by factors such as lack of innovation, economic limitations, competitive alternatives and lack of a strong government approach.”

Consultation on the preliminary proposal now begins with a final proposal due to be published in the coming months followed by a definitive plan after observations from energy and mining investment regulator Osinergmin.

After a final review by Osinergmin, the plan would require approval from the energy and mines ministry, expected by year-end.
