Bahamas reactivates tender for 2nd mobile concession
The Bahamas Cellular Liberalization Task Force announced that utilities regulator URCA reopened the tender for a second mobile provider, which will now be held in September, after being on hiatus since April.
Cable Bahamas (CBL) and Virgin Mobile Bahamas had both submitted proposals by the April 29 deadline. URCA had scheduled to hold the tender in May.
The regulator decided to postpone phase two of the auction to investigate the purpose of several towers owned by CBL, which constituted a breach of the rules of the auction. However, URCA decided it did not warrant disqualification, and after CBL paid the fine, the tender was reactivated.
The new entrant would compete with incumbent BTC, which has been controlled by Cable & Wireless Communications (CWC) since April 2011 and which enjoyed a post-privatization cellular exclusivity period that ran out in April 2014.
The Bahamas government intends to give the second mobile operator in the islands a three-year grace period before allowing the entry of a third operator, giving the new entrant time to establish itself.
