Barbados in push to monetize oil resources

Barbados National Oil (BNOCL) has launched a call to maximize the remaining value of its existing oilfield assets.

The deadline to submit documents in the request for proposals, which includes dormant wellbores, is July 31. For tender information, contact tenders@bnocl.com

The country is the smallest of Caribbean oil and gas producers and has seen output – all onshore – drop in recent years; a decline further impacted by COVID-19.

“In the absence of new production or production additions from enhanced recovery work, efforts were made to mitigate production decline by aggressively producing shut-in temporarily abandoned wells,” BNOCL’s annual report highlights.

The document adds that oil and natural gas reserves on March 31, 2022 were assessed at 1.91 million barrels and 4.11 billion cubic feet.

“We have not increased oil production recently. We would need to restart our drilling programme ... we are looking at over the next 12 months or so,” CEO James Browne told Barbados Today recently. The spud of new wells would depend on raising capital, he said.

In a further bid to add impetus to upstream activity, BNOCL has a process underway to seek a partner for the Woodbourne oilfield.

Earlier this year, BNOCL met with Trinidad and Tobago’s Heritage Petroleum to discuss a possible joint secondary program at Woodbourne.

“Amid what many see as a closing window of opportunity as the energy transition gains traction, stakeholders across the Caribbean … are doubling down on monetization efforts, reassessing plans, and looking at new options,” according to BNamericas Intelligence Series report How Much Time Is Left for Latin America's Oil and Gas Producers

Following suit of other industry operators, BNOCL has expanded its scope to promote and use renewable energy solutions in its business model.

OFFSHORE

BNOCL’s roadmap includes development of offshore acreage, with exploration licenses held by Woodside Energy, which has a 60% operating stake in the Carlisle Bay and Bimshire blocks.

Prime Minister Mia Mottley previously announced plans to launch a postponed offshore licensing round in April, a process that has yet to materialize.

The energy ministry did not immediately respond to a request for an update.
