Bolivia allows local governments to use concessions for infra projects

Bolivia’s departmental and municipal governments, as well as state-owned firms, will be allowed to use concessions for infrastructure projects.

“If a [local] government wants to have a concession to build a highway, it will be able to do so,” economy minister Marcelo Montenegro said at a press conference.

The previous regulatory framework only allowed local administrations and state enterprises to offer utilities concessions.

Montenegro said the new rules are outlined in a decree that is now in effect. As of Wednesday, the decree had not been published in the official gazette.

Local governments and state companies will be in charge of key concession aspects such as drafting contracts and tendering and awarding projects, he said.
