Brazil mulling measures to strengthen mining regulator

As the strike at Brazil’s mining regulator ANM continues, the government is analyzing measures to strengthen the entity.  

The strike started early August and is causing delays in the transfer of CFEM mining royalties to municipalities, with 1bn reais (US$204mn) being overdue, according to Minas Gerais-based mining municipalities association Amig.

The ministers of mines and energy, Alexandre Silveira, and public services management, Esther Dweck, are in talks to find a solution. 

“I have been in constant contact with [Dweck], who is very sensitive to the agenda and recognizes the importance of ANM for the development of our country. We know that the current structure falls far short of what is necessary to fulfill its legal mission,” Silveira said in a statement.  

ANM employees are demanding staff and salary increases. By law, ANM must employ 2,121 professionals but has 664 currently, according to workers' representatives. 

The watchdog was created in 2017 to replace the mining department, which did not have regulatory powers. Key functions include tailings dam inspections and CFEM collection.
