Brazil rejects Winity appeal request linked to Vivo roaming deal

Brazilian regulator Anatel rejected a request from Winity to suspend the conditions the telco watchdog defined to greenlight a roaming agreement with Vivo (Telefónica).

Winity requested the suspension of coverage commitments accrued in the 5G auction and wanted to halt payment of usage commitments. Anatel said Winity has the right to return spectrum but cannot fail to comply with the commitments.

In turn, Winity said it was evaluating the viability of continuing operations and the return of 700MHz spectrum it obtained in the tender.

Anatel defined the conditions in October.

The contract was criticized for possible distortions of competition. In October, an Anatel adviser said the agreement altered the tender’s objective of favoring smaller companies and encouraging competition by prioritizing access to the 700MHz band for entrants.

Bolivian regulator ATT assumed the presidency of the forum of regulatory entities, Regulatel, which brings together 23 telecoms watchdogs from Latin America and Europe.

ATT will remain at the helm throughout 2024, as Regulatel focuses on cooperation and regional telecoms development, as well as the exchange of experiences.

At the Regulatel meeting, participants agreed to help enhance competition, promote efficient regulation, explore how technologies contribute to the preservation, revitalization and promotion of cultural identity, and promote the deployment of rural infrastructure.

Peru published a decree that enables the implementation, operation and maintenance of a single emergency center, reachable via phone number 911. The center integrates the police, the volunteer fire department and the mobile emergency care system.

Around 9.9mn residents in 47 districts in Lima and three in El Callao are expected to initially benefit.

Puerto Rico’s broadband program launched a second request for proposals and a notice of availability for work to strengthen telecoms facilities.

Suppliers should design and implement power systems and infrastructure solutions, including security.

The Dominican Republic’s regulator, Indotel, and technological institute ITLA signed a cooperation agreement to adapt infrastructure of computer training centers (CCI) to integrate them as part of ITLA's educational facilities.

The agreement covers CCIs in the provinces of San Francisco de Macorís, Pedernales and San Pedro de Macorís.
