Camtic celebrates publication of regulations that encourage the deployment of telecommunications networks

San José, Costa Rica, January 26, 2024 | The Chamber of Information and Communication Technologies (Camtic) enthusiastically welcomes the publication of the Regulations to the Law to encourage and promote the construction of telecommunications infrastructure in Costa Rica, a decisive step towards strengthening our digital infrastructure.

This regulation, published in the Official Gazette under Executive Decree No. 44335-MICITT, marks the beginning of a new era of connectivity, promising to transform the way we live, work and connect.

The regulations not only unify procedures and technical specifications throughout the national territory, but also open the door to the 5G technology revolution, promising an unprecedented impact on our daily lives.

By facilitating the deployment of telecommunications networks, a significant improvement in Internet coverage and speed is expected, which in turn will enhance the use of emerging technologies such as the Internet of Things and artificial intelligence. We are at the threshold of an era where the efficiency and modernization of production processes will be enhanced, benefiting all sectors of the economy.

Camtic considers that this regulation will facilitate the deployment of telecommunications networks at a crucial time in which the spectrum auction is being carried out to develop fifth generation technology (5G), since legal certainty is required and generating trust in operators who are considering participating in this process.

5G technology is necessary to use, on industrial scales, applications such as the Internet of Things, data science and artificial intelligence; becoming a catalyst for the economy and an ideal tool to modernize and make the production processes of all sectors more efficient.

This is the first regulation that the Executive Branch must publish as of the validity of the “Law to encourage and promote the construction of telecommunications infrastructure in Costa Rica”, No. 10,216 of June 8, 2022, with at least two regulations missing. more, responsibility of the Ministry of Finance and the Ministry of Public Works and Transportation (MOPT).

In August 2023, access to telecommunications and information and communications technologies was elevated to constitutional rank, so this regulation is a firm action of the State to guarantee, protect and preserve this right, in the terms established in article 24. of the Political Constitution.

Finally, Camtic urges the Executive Branch to promptly publish the pending regulations, since they are instruments that will complement the recently published one. In addition, it urges that, through the Ministry of Science, Innovation, Technology and Telecommunications (MICITT), an information and training campaign be carried out for all the institutions involved, especially local governments, which are the ones that, since the opening of the telecommunications sector market, have presented more challenges in this matter.
