Caribbean power roundup: Investment plan, energy storage, data deal
Dominica’s Independent Regulatory Commission released a consultative document for Dominica Electricity Services’ (Domlec) capital investment plan.
The utility’s proposed spend for 2025-27 totals 45.9mn East Caribbean dollars (US$17mn), while the watchdog’s proposal reaches 34mn East Caribbean dollars.

Energy storage
Barbados’ Fair Trading Commission approved Barbados Light & Power’s (BLPC) interconnection requirements for battery energy storage systems (BESS) at voltages of 24.9kV and below.
“This approved, amended code, supplements the BLPC’s existing Grid Code 2017 and contains at minimum, appropriate technical and design connection specifications for BESS connecting and utilising the BLPC’s network to provide grid and other services,” FTC said in an announcement.

Data deal
The Dominican Republic’s national energy commission (CNE) and power grid coordinator OC inked a systems interoperability agreement.
The deal will allow CNE to access the Scada system to facilitate the real-time visualization of national grid data, such as generation, consumption by distributors and frequency regulation.
“This agreement facilitates strategic decisions and guarantees the transparency that both investors and the public require,” OC head Manuel López San Pablo said in a release.
