Caribbean roundup: investment recovery, regulatory tweak, solar concession

Clean energy investments
Barbados’ Fair Trading Commission (FTC) issued a decision regarding Barbados Light & Power’s (BLP) application for preapproval of investments and cost recovery through the clean energy transition rider.
The investments are part of BLP’s first clean energy transition plan project which includes interconnection infrastructure for independent power producers, and battery energy storage systems.
FTC’s decision is available in the Documents box in the top right corner.
Renewable energy certificates
Puerto Rico’s energy regulator PREB opened the process for the adoption of the regulation of renewable energy certificates and compliance with the island’s renewable energy portfolio.
The proposed norm covers regulatory provisions applicable to the certificates and the portfolio outlines the percentage of electricity required from retail energy providers in 2024-50.
The watchdog opened the draft regulation for comment in November.
Comments may be submitted to comentarios@jrsp.pr.gov and at https://radicacion.energia.pr.gov, and a public hearing is scheduled for July 10.
The proposed regulation is available in the Documents box in the top right corner.
Solar concession
The Dominican Republic’s national energy commission CNE and Montecristi Solar FV signed a second amendment to the definitive concession of the Montecristi Solar project.
The change doubles the photovoltaic park’s capacity to 106MWn (116MWp).
