
CFE approves five strategic generation projects, the strengthening of the transmission network in Quintana Roo and 18 investment projects for general distribution networks

During the extraordinary session of the Board of Directors of the Federal Electricity Commission , chaired by the Undersecretary of Electricity of the Ministry of Energy, José Antonio Rojas Nieto, some strategic projects to be developed in the coming years were approved.
New generation plants
The 2025-2030 Generation Expansion Plan will include 12 strategic generation projects, with 5,840 MW of capacity, which will directly benefit 9 entities (Baja California Sur, Sonora, Sinaloa, Durango, Coahuila, Tamaulipas, Guanajuato, Jalisco and Hidalgo). During the Council session, the start of the execution of five of them was authorized.
Four of these are new combined cycles, which will operate on natural gas, a low-emission transitional fuel. They will avoid the emission of 8 million tons of CO2, which is equivalent to removing 2,645,425 cars from circulation.
- Salamanca II Combined Cycle Power Plant: will have a net capacity of approximately 498 MWn. When it comes into operation, it will completely replace the Salamanca Thermoelectric Plant. The project will require an investment of 537 million dollars (mdd).
- Francisco Pérez Ríos Combined Cycle Power Plant: will replace the Francisco Pérez Ríos Thermoelectric Power Plant in Tula, Hidalgo. It will have a net capacity of approximately 912 MWn and requires an investment of US$827 million.
- Mazatlán Combined Cycle Power Plant: will replace two units of the Thermoelectric Power Plant in Mazatlán, will have an approximate capacity of 575 MWn and requires an investment of 529 million dollars.
- Altamira Combined Cycle Power Plant: Its approximate capacity will be 581 MWn and it requires an investment of 424 million dollars. It will replace two units of the Altamira Thermoelectric Power Plant.
The Los Cabos Internal Combustion Power Plant project in Baja California Sur was also authorized. It will also operate using natural gas, which will be used in 13 high-efficiency internal combustion engines – chosen to conserve water; since it is a desert area, it is preferable to a combined cycle. It will have an approximate capacity of 240 MW and an investment of 272 million dollars.
It should be noted that Baja California Sur has an electrical system that is isolated from the rest of Mexico; this power plant will guarantee its reliability during the summer.
All of these plants will have a 30-year lifespan. They can operate on diesel in case of emergency, to provide operational flexibility and ensure the reliability and security of the National Electric System. They will be financed through a private trust, export agency credits and 30-year long-term bonds, all acquired at competitive rates.
Additional energy supply in the Yucatan Peninsula
In preparation for increased demand during the summer of 2025, capacitor banks will be installed in 7 substations in northern Quintana Roo, with an investment of 194.39 million pesos (mdp). In addition, a three-phase transformer will be moved from Saltillo, Coahuila, to Playa del Carmen, Quintana Roo. The move required an investment of 49.37 mdp.
General Distribution Network Reliability Projects
The Council also approved the execution of 18 CFE Distribución projects, which will invest 9,681 million pesos to reduce technical losses, acquire connections and meters, regularize popular neighborhoods, modernize distribution substations, remote operation and automation in distribution networks, equip, replace and modernize vehicles, computer and communications equipment, in addition to 137 PRODESEN projects to expand, replace and build new distribution substations.
