Chile publishes ancillary services tender bid details

Chilean grid coordinator CEN has published details of the economic offers presented in a voltage-control ancillary services tender.

Six parties submitted a total of 15 bids in the process, some just for construction of interconnection infrastructure, some just for provision of ancillary services themselves, and some for both.

The offers correspond to what the companies would charge annually for the interconnection point construction (VAPC) and for the services (VASC). Both amounts are the sum of capex and opex.

Required investment was originally estimated at US$260mm.

Two solutions are proposed: connection of synchronous condensers and the reconversion of existing generation facilities to comply with voltage control requirements. The aim is to support system reliability in the north of the grid as thermoelectric units are taken offline and penetration of renewables grows.

Earlier this year, one of the bidders, AES Andes, was told by environmental review agency SEA that it did not have to submit for environmental review a synchronous condenser conversion project planned for its now-retired Nueva Tocopilla thermoelectric plant, or the Norgener complex as it is known, in Antofagasta region.

Award decisions are due Friday.
