CNE launched a public-private committee that will award and supervise valuation studies for transmission systems 2024-2027

On Thursday, October 3, the first session of the Committee in charge of reviewing the award and supervision of two important studies for the valuation of Transmission Systems , corresponding to the period 2024-2027, was held at the premises of the National Energy Commission (CNE), with the objective of monitoring the development of the studies for the respective tariff process.
This initiative is part of the provisions of the General Law on Electric Services (LGSE), which entrusts the CNE with the task of initiating valuation studies of the facilities of the national, zonal and dedicated transmission systems used by users subject to price regulation.
Studies
The current process began last September, with the publication of the final technical and administrative bases of the valuation studies, in addition to the call for an international public tender.
The studies to be tendered are for the valuation of national transmission facilities and for the valuation of zonal transmission facilities and the determination of payment for the use of dedicated transmission facilities used by users subject to price regulation.
As indicated by article 110° of the LGSE, the results of these studies must specify and distinguish the Investment Value (VI); Investment Value Annuity (AVI); Adjustment for Income Tax Effects (AEIR); Cost of Operation, Maintenance and Administration (COMA) and the Transmission Value per Section (VATT), whether by section, owner or operator.
They will also have to determine the corresponding indexation formulas and their application for the above values for 2024-2027, together with the percentages of use of dedicated transmission facilities by regulated customers.
Members
The Committee is chaired by Danilo Zurita, Head of the Electrical Department of the CNE, and is also made up of representatives and substitutes from the Ministry of Energy, from the companies of the National and Zonal Transmission System, including Transelec, ISA Interchile, Celeo Redes, Chilquinta Energía and Saesa, as well as representatives of free customers and the National Electrical Coordinator.
The event will involve 23 sessions, during which the admissibility of offers received for carrying out the studies will be reviewed, as well as the revision of the technical offers and the observations of the different reports to be prepared by the consulting team, in a process that is expected to end in the second half of next year.
