The National Energy Commission (CNE), pursuant to its powers and with the approval of its Board of Directors, issued Resolution CNE-AD-0005-2024, which modifies the previous Resolution CNE-AD-0004-2023, establishing new conditions for the processing of concessions for special regime electricity generation projects that integrate storage systems (BESS) from variable renewable energy sources (ERV).

The main objective of the new regulation is to ensure that renewable energy projects with installed capacities equal to or greater than 20 MWac have battery storage systems of at least 50% of their capacity, with a minimum duration of four hours.

Energy storage is essential to compensate for the variability inherent to renewable sources, such as solar, allowing energy to be stored during periods of high generation and released when production decreases. This contributes directly to the stability and reliability of the National Interconnected Electric System (SENI), facilitating greater integration of renewable energies in the national electricity market.

Key points of the resolution

One of the highlights of the resolution is the imposition of storage requirements for renewable energy projects. Projects with installed capacities between 20 MWac and 200 MWac will have to integrate at least 50% of their capacity into battery storage systems (BESS).

For projects with an installed capacity of more than 200 MWac, the CNE will carry out prior technical assessments. These assessments will be carried out in order to guarantee the viability and positive impact of these large projects on the security of the National Interconnected Electric System (SENI). This ensures that only technically suitable projects can be developed, maintaining the integrity and stability of the electrical system.

Another key point of the resolution is the regulation of related companies. The CNE will have the power to reject applications or require the joint submission of projects from related companies that intend to use the same energy injection point. This measure is taken in accordance with current regulations and seeks to avoid excessive concentration at certain points in the electricity grid, promoting a more equitable and efficient distribution of energy generation.

Resolution CNE-AD-0005-2024 reinforces the Dominican government's commitment to sustainable development and the reduction of dependence on fossil fuels, creating a favorable environment for investment in renewable energy.
