Colombia moves to limit electricity exports amid supply fears
Colombia has introduced temporary measures to curb electricity exports in an effort to ensure domestic energy supply.
A resolution published by the mines and energy ministry stipulates that unrestricted exports to neighboring Ecuador will only be permitted from centrally dispatched thermal plants or off-grid thermoelectric generators that use liquid fuels.
It added that other grid-connected plants could designate energy for exports, but only if they are not needed to meet domestic demand.
The resolution highlighted a need to prioritize hydroelectric generation – which accounts for around two thirds of Colombia's installed capacity – amid the threat posed by climate change.
"Considering the increase in market prices, uncertainty in climate predictions, expected lower rainfall, and the depletion of the aggregated system, measures need to be taken to protect water resources," it said.
"This is essential to ensure the reliability and security of the national interconnected system, particularly... in the short and medium term."
According to national power generators' association Andeg, Colombia faces a firm energy deficit representing 4-6% of total demand by 2027 or 2028. The entity estimates the demand-supply gap to be around 4-5TWh a year, amounting to an installed capacity shortfall of up to 2,000MW.
In addition to the restrictions on electricity exports, the mines and energy ministry said the cost of energy dispatched to Ecuador would be regulated by trade administrator ASIC. This is to ensure that export-related expenses do not increase domestic energy prices, it said.
The measures will be in place until November 30 with the possibility of an extension, according to the ministry.
