Consultation begins for change to AES Puerto Rico coal plant PPA
Puerto Rican energy regulator PREB is accepting comments for a proposed amendment to a power purchase agreement (PPA) between state utility Prepa and AES.
The 25-year PPA runs through 2027 and is for the US company’s 450MW coal-fired plant in Guayama.
“The proposed amendment will facilitate a transition to green energy and safeguard the availability of dependable and cost-efficient baseload generation by keeping the facility financially viable in the interim,” Prepa said in a petition.
The utility highlighted that the plant provides up to 25% of the island’s electricity.
The amendment would not extend the PPA as the use of coal-fired power generation in Puerto Rico will be eliminated by 2028.

Community and environmental groups have been calling for the immediate shutdown of the plant.
PREB also released Luma Energy’s 2024 resource adequacy study and extended consultation to review the regulation on microgrid development to the last week of November.
