Costa Rica issues call for US$234mn Pacific fuel terminal

Costa Rica’s state fuel company Recope has published bidding rules for the previously announced EPC tender for the US$234mn Pacific coast marine terminal.

The project will improve energy security by providing a second import point as current import operations are limited to Recope’s Moín terminal on the Caribbean, as well as decentralize stock at the latter facility. 

The Pacific terminal will primarily handle LPG but could receive diesel and gasoline shipments in case of a contingency. LPG is the fastest growing fuel in the country and part of energy transition efforts.

Project components include a single point mooring system which will connect to the Barranca onshore terminal via two 4.7km submarine lines; four 25,000b LPG storage spheres; and auxiliary systems.

A site visit is scheduled for May 14 and offers are due and will be opened on July 9, according to procurement information available by clicking on the “Concursos” tab here and placing number 2021LN-000003-0016700102 in the “Búsqueda por número de procedimiento” box.

Construction is slated to begin in 2022 and operations startup in 2024.
