Dominican Republic fine-tuning distributed generation framework

The Dominican Republic’s power regulator SIE published for consultation a draft regulation for the approval, interconnection and operation of distributed generation (DG).

The publication follows adjustments to a draft released in 2022 after engagement with stakeholders, including the national energy commission (CNE), power distributors, renewable energies promotion association Asofer and Dominican power industry association ADIE.

The modifications introduced in the new proposal include:

- reintroduction of a commercial net metering scheme, including as a new element compensation for the use of distribution networks

- clarification and differentiation of the processes for approval of construction and interconnection of facilities based on the capacity and power demanded, and also, in cases of facilities without energy injection into the network

- elimination of the requirement to include a generation meter by the user in distributed generation facilities

CNE information shows that DG installed capacity under the net metering program stood at nearly 400MWp in June, with 16,706 clients.

The industrial segment accounts for 57% of the capacity, the residential sector 25% and commercial, 17%.

SIE also opened consultation for the regulation related to the provision of auxiliary frequency regulation services.
