
Ecuador refineries targeted for new overhaul

Ecuador’s state oil company Petroecuador looks to modernize and expand fire control systems at its three refineries.
The NOC has launched bidding to conduct prefeasibility and conceptual engineering studies to determine the best alternative solution for the Esmeraldas (110,000b/d, pictured), La Libertad (45,000b/d) and Shushufindi (20,000b/d) plants.
The system at Esmeraldas dates to the start of operations in 1975 when capacity stood at 55,000b/d, and although there have been some expansions and updates, the original water pumping system is in place and does not respond to current requirements, according to the company.
In the case of La Libertad, this complex lacks an integral fire control system and the current system is more than 40 years old. Petroecuador highlights that the use of seawater has deteriorated the firefighting network components.
And at Shushufindi, gas stations lack independent fire control systems, among other shortfalls.
Offers for the 180-day, US$1.22mn consultancy contract are due by August 13, according to procurement information.
