Ecuador relaunches process for proposed sale of downstream business

Ecuador’s national oil company (NOC) Petroecuador has relaunched a call for a contract to support the planned sale of its 45 service stations as part of efforts to streamline and optimize the sector.

The original procurement process for shortlisted firms was declared void after offers presented by Bocca & Bocca Consultants and Mardis failed to meet minimum requirements established in the bidding rules.

Under the new call, the NOC has invited International Training Provider By Competency, Esignal, Ingenieria Para El Desarrollo Acurio y Asociados and Summaservices to present bids.

The consultants have until May 12 to submit offers, with award of the contract expected later that month.

The winner of the 100-day contract will provide a valuation of the business of the stations and that of the infrastructure, as well as determine the methodology for their sale.

Around 200 independently operated service stations are affiliated with Petroecuador’s network and the country has a total of some 1,000 stations. The other principal operators are Primax, Petróleos & Servicios and Terpel.

In 2020, the government authorized private companies to import petroleum derivatives in a bid to “dynamize” the market.
