Fund proposed to optimize CentAm power dispatch

The creation of a power transmission infrastructure fund would help maintain dispatch operational capacity in the Central America regional power market (MER) at 300MW. 

Rafael Campos, member of MER’s oversight group at Central America power interconnection commission CRIE, pitched the proposal during an online forum. 

A CRIE resolution from 2014 established a minimum exchange objective of 300MW for the first circuit of the Siepac grid.

The fund would help finance national transmission expansions that countries cannot carry out, said Campos. 

He added that resources would come from multilateral lenders such as IDB, Cabei and IFC, and international cooperation agencies including AFD, GTZ and USAID

The loans would be provided to transmission investors with build own operate, build operate transfer, and build own operate and transfer contracts.

During his presentation, Campos highlighted the “critical” need of greater coordination and harmonization of national and regional expansions, particularly, the implementation of a regional regulation to require fulfilment of the 300MW target.
