Guyana to procure gas-to-energy project management

Guyana’s government plans to hire an international group to manage the country’s natural gas-to-energy project, according to vice president Bharrat Jagdeo.

Jagdeo made the comment during a press conference, where he said a tender is planned after proposals are submitted in the call for the engineering, procurement and construction (EPC) of a 300MW power plant and a natural gas liquids (NGLs) plant.

He added that the proposals from the nine pre-qualifiers are due to be delivered by the end of July.

Although the names of the pre-qualifier groups have not been disclosed, 21 submitted documents.

The project will transport gas onshore from the Liza field in the Stabroek block to the plants via an offshore (220km) and onshore (25km) pipeline system, which will be developed by Esso Exploration and Production Guyana and partners Hess Guyana Exploration and CNOOC Petroleum Guyana.

Meanwhile, Jagdeo reiterated continuing difficulties to advance the US$1bn, 165MW Amaila hydro project after China Railway Group requested switching the build-own-operate-transfer contract to an EPC one.

China Railway landed the project in November but has faced financing issues.

The vice president restated that Amaila would have to be tendered again if an agreement cannot be reached.
