IFC to support processes to strengthen social PPPs in Colombia

Colombian infrastructure agency ANI and the International Finance Corporation (IFC) signed an agreement for identification and comprehensive advisory for public-private partnership (PPP) projects.

The main objective of the advisory provided by the IFC is to support processes to strengthen Colombia's regulatory framework, institutional structure and the governance of PPP projects being designed.

The projects that will be supported include those involving social infrastructure, such as universities, hospitals, schools, and water and basic sanitation projects. These can include the Cúcuta wastewater treatment plant, currently undergoing feasibility studies, a maternal and children's hospital in the same city, and the new Simón Bolívar hospital in Bogotá.

ANI stated pointed out that support could also be analyzed for structuring the feasibility stage for a rail link between Bogotá and the central railway corridor, with funding of around US$10mn and the IFC covering 51% of the cost of the studies.

ANI has 13 social projects in the portfolio of infrastructure initiatives that will be developed as PPPs. These include five hospitals, four educational infrastructures and four water and sanitation initiatives. 

These projects will require combined investments of more than 6tn pesos (US$1.5bn).

According to ANIs schedule, by the end of President Gustavo Petro's government in August 2026, at least three of these projects should be awarded.
