Infrastructure and public services committee dictates reform to organic Telcor law

The Infrastructure and Public Services Committee gave a favorable opinion on the Initiative to Reform the Organic Law of the Nicaraguan Institute of Telecommunications and Post Office (Telcor) on Thursday, June 22, after conducting the consultation process in which representatives of the telecommunications regulator participated.

Deputy Jenny Martínez, president of the Public Infrastructure and Services Committee, explained that the Telcor Organic Law dates from 1982, where the institution was created to provide telecommunications services. However, in 1990 there were changes in the entity that included its privatization.

For this reason, the Telcor Organic Law no longer met its purpose for the entity to provide telecommunications services and it became a regulatory entity, which is its current function, said the deputy after explaining that with the reform of this Law, the objective and functions that were granted to it in 1982 are now updated to include all the regulatory aspects that Telcor currently carries out.

She added that current terms on Information and Communication Technologies, ICT, are also included. The reform also makes changes to the organizational and administrative part of Telcor, granting it greater powers and creating three new deputy directors who will be considered vice ministers. In addition, the director of Telcor is also granted the rank of minister.

In addition, she said, new systems such as a sandbox are included to experiment with new technologies, always under the control of Telcor.

Technologies are currently advancing rapidly and with the use of artificial intelligence there are already countries that are looking at the issue of its regulation and Nicaragua cannot be left behind.
