Mexico’s Oaxaca Pact infra program expands project list but reduces capex

Public and private sector parties involved in the drafting of Mexico’s Oaxaca Pact infrastructure program have made modifications to the list of 36 early-stage proposals, reducing capex by 10bn pesos (US$502mn). 

Business association Concamin, which reached an agreement with President Andrés Manuel López Obrador and nine southeastern governors in 2019 to help boost the region's economic development through infrastructure projects, updated on Monday the status of the Oaxaca Pact portfolio. It now comprises 39 projects requiring 60bn pesos (US$3bn).

In February, the association presented a list of 36 infrastructure, water and energy proposals requiring 70bn pesos. A reason for the changes was not provided and Concamin did not reply to a BNamericas request. 

“The portfolio of investment projects in productive infrastructure includes projects that, according to their degree of development, are classified in five levels: potential, preparation, analysis, authorization and execution,” Concamin said in a statement. 

During an event in late June, Concamin members said they were working on identifying more projects and promoting them to confirm their investment. As of now, none of these projects has been given the okay to begin construction.

The list now includes 11 highway projects, nine port projects, four railway projects, six logistics projects, two airport projects, two water projects, one energy project and another four proposals in areas such as tourism and public spaces. 

Although the association did not disclose the estimated investment for each project – as it did in February – it did say that the 27 projects in the communications and transportation sectors involve 45.5bn pesos. 

The list presents new projects, but also brings back to life works that had already been presented, had an advanced stage of planning but are still awaiting investment and tender confirmation. 

One of these is the 8.7km Nichupté road bridge that will cross the Nichupté lagoon in front of the main thoroughfare of the Cancún hotel district in Quintana Roo state. The project was supposed to be tendered in the first quarter of 2021.
