MINEM approves new exceptional deadline for the environmental adaptation of hydrocarbon activities

The Ministry of Energy and Mines (MINEM, firm in its commitment to ensure adequate environmental management in hydrocarbon activities in Peru, approved a new exceptional period for the environmental adaptation of hydrocarbon activities, after the promulgation of Supreme Decree No. 013-2024-EM, issued by the Executive Branch.

This measure establishes one year as the new deadline for submitting the communication of acceptance of the Detailed Environmental Plan, with the holder subsequently having up to three years to present it to the MINEM or the competent Regional Government.

Those owners whose activities do not have environmental certification and require the approval of an Abandonment Plan, may present it to the competent environmental authority until July 27, 2025.

The Detailed Environmental Plan is an instrument, of an exceptional nature, that considers the real and/or potential negative environmental impacts generated or identified in the area of influence of the ongoing hydrocarbon activity, allowing the implementation of environmental management measures for the stages of operation, maintenance and abandonment of the activity.

The MINEM, in coordination with the Regional Governments, will carry out different dissemination and training activities to promote more administrators in the hydrocarbon sector to join the National Environmental Impact Assessment System and thus correct and mitigate the environmental impacts of their activities.

Currently, there are units at the national level that do not have any Environmental Management Instrument, which can represent significant risks for the environment and the health of the population.

For this reason, the new standard promotes the adaptation of those units that do not have a validated environmental management plan; as well as those units that, having some instrument, have made extensions or modifications without the prior authorization of the environmental authority.

With the promulgation of this standard, the MINEM focuses its efforts on adding to the protection of the environment and the sustainable development of the hydrocarbon sector in Peru, as well as transparency and citizen participation in the formulation of public policies.
