MINEM presents Guidelines for the preparation of the Citizen Participation Plan for electrical projects

The Ministry of Energy and Mines (MINEM) presented the Guidelines for the preparation of the Citizen Participation Plan for the semi-detailed Environmental Impact Studies of the Electricity subsector, approved by Ministerial Resolution No. 253-2024-MINEM/DM, in a public event in in which various actors from the electricity sector participated.

During the event, the Vice Minister of Electricity, Víctor Carlos, pointed out that the electrical industry in Peru “is of vital importance for our economic development and to improve the quality of life of the population due to its impact; For this reason, it is essential to recognize that citizen participation is key to a fair, efficient and sustainable electricity system.”

“We highlight the approval of the Guidelines for the preparation of the Citizen Participation Plan and the approval of the Plan as milestones that contribute to the task of providing legal security to all actors in the electricity industry through clear procedures, mechanisms and tools. because this promotes the strengthening of harmonious relations between the population, the State and companies under clear rules of the game,” said the vice minister.

It is important to highlight that the Guidelines for the preparation of the Citizen Participation Plan for semi-detailed Environmental Impact Studies of the Electricity subsector, prepared by the General Directorate of Environmental Affairs of Electricity (DGAAE), guide the owners of electrical activities in the preparation of the Citizen Participation Plan and specify the assumptions in which this document must be modified according to law.

Likewise, this regulation seeks to reduce costs and times associated with compliance with environmental and citizen participation regulations, generate greater predictability and unify evaluation criteria.

Vice Minister Víctor Carlos highlighted the role that predictability assumes in the electricity subsector, since this concept refers to the ability of administrative entities to establish and maintain a clear, coherent and stable regulatory framework, which allows companies and investors to operate. with security and confidence.

"The importance of predictability cannot be underestimated. In the electricity sector, investment decisions are often large-scale and long-term. With a predictable regulatory environment, we can foster innovation and the transition to a more sustainable energy future. Policies that promote renewable energies, such as solar or wind, need to be consistent and long-term to encourage investment in these technologies,” he concluded.
