“Our countries must act as a block, because we are in the era in which there are economic and energy blocks, etc. The resources that we allocate to nuclear research and development are scarce, compared to the great powers. Therefore, we must complement each other, support each other, exchange knowledge in Latin America. No one can have the same competitiveness acting alone”, he pointed out.
