During this day, the General Directorate of Concessions of the Ministry of Public Works received the Technical and Economic Offers for the Second Concession of Route 5 Section Temuco-Río Bueno. The project involves an investment of UF 19,330,000 (MM USD 836) and will ensure operational continuity, increasing the levels of safety and service of this road infrastructure that is essential for the country's connectivity.
On this occasion, the offers from Intervial and the Costanera group to be awarded this contract were received. The bidding process continues with the Opening of Economic Offers, scheduled for March 7, 2025, and the subsequent processing of the Supreme Award Decree.
The project will modernize approximately 181 km of Route 5, including the new bypass to the city of Los Lagos, which extends through the municipalities of Gorbea and Loncoche, in the Province of Cautín; Lanco, Mariquina, Máfil, Los Lagos and Paillaco, in the Province of Valdivia; and La Unión and Río Bueno, in the Province of Ranco.
The Minister of Public Works, Jessica López, highlighted “the private sector’s confidence in the concession system as a model for public infrastructure development. A model that focuses on more and better services, as well as on more fluid and secure connectivity, which allows us to maintain high standards of quality in operations, while integrating improvements that have a positive impact on nearby communities.”
The General Director of Concessions (s), Juan Eduardo Chackiel, added that “the bypass to the city of Los Lagos seeks to decongest urban areas and reduce travel times. In addition, this work is in line with the presidential commitment of the Good Neighbor Program that seeks to integrate the concessioned infrastructure with its territorial environment, promoting sustainable, inclusive and safe infrastructure.”
Regarding the bypass to the city of Los Lagos, it will have a double expressway with two lanes in each direction and an approximate length of 15 kilometers.
The investment from this new concession will generate an average of 3,500 jobs per month during the construction phase between 2027 and 2033. The peak is expected to occur in 2031, with an approximate stock of 6,300 jobs per month.
In addition, regarding the new toll collection system, this technology will be implemented progressively, maintaining the current manual collection for approximately a year and a half to ensure the continuity of the service. Subsequently, a combined manual and electronic toll collection model will be integrated, moving towards a completely electronic Free Flow system, with strategically located gantries to avoid charges for internal transfers in the same commune.
The project also includes important requirements for complementary infrastructure aimed at strengthening local connectivity and improving the quality of life in the communities neighboring the concessioned section. The bidding rules consider works such as the construction of pedestrian walkways with universal access, sales areas, general service areas for the general public and others exclusively for the use of transporters, service roads, among other works that are in line with the strategy of the General Directorate of Concessions to be a Good Neighbor in the territories where the works will be located.
In fact, between 2020 and 2024, in order to publicize the Second Concession Route 5 Temuco-Río Bueno Section project and incorporate requests from the communities, 124 citizen participation activities were carried out in both regions, which included residents and representatives of municipalities from all the communes surrounding the Route, Regional Government and public services,
