MOPC hopes to start the PY01 route APP at the end of 2024

The Minister of Public Works and Communications, Eng. According to ministerial resolution No. 2218, the prequalified consortia are: Desarrollo Vial al Sur (Sacyr Concesiones SL and Ocho A SA); Mercosur Routes (Tecnoedil SA, Alya Constructora SA, Construpar SA and Semisa Infraestructura SA); AG – Tocsa (AG Construções e Serviços SA and Tocsa SA); Rutas del Sur (Cointer Concesiones SL, Azvi SAU and Constructora Heisecke SA); and Rutas del Sur (Acciona Concesiones SL, Rovella Carranza SA and Concret Mix SA), thus involving a total of 14 firms, including from Brazil, Argentina and Spain.
All of these companies previously participated in Tender No. 1288 – “Called DIPE No. 01/2023. Prequalification of the Public Private investment project for the expansion and improvement of route PY01 in the Cuatro Mojones -Quiindy section. Length 108 km” so that the PBC are not subject to numerous changes during the bidding process and that the awarding of the project is feasible.
What is competitive dialogue?
This is an instance where pre-qualified bidders will be able to make inquiries and send proposals for improvements to the draft Bidding Document of Bases and Conditions (the “PBC”), as well as to the draft Public-Private Partnership (PPP) contract. The objective of this process is to achieve greater harmonization of the ventures carried out under the modality of Law No. 5102/2013.
About the works
In general terms, along a 108 km stretch of the PY01 route, between Cuatro Mojones and Quiindy, the work required consists of maintenance, rehabilitation, opening of third lanes and the comprehensive improvement of the drainage and signaling system throughout. the aforementioned section, with a contract term of 30 years.
With the execution of this road project, the aim is to increase the capacity and improve the passability of the users who circulate daily in the area, as well as to have an adequate transportation infrastructure that connects the production areas with the national, regional and seaports with international connection.
2,600,000 people will benefit
The PY01 route that will be intervened will benefit a total of 2,600,000 inhabitants of the departments of Central and Paraguarí.
The works will be carried out in 5 sections. The first provides for the rehabilitation of 12.00 kilometers of Route 4 Mojones-Ytororó that includes the rehabilitation of the asphalt concrete pavement, improvement of at least 20 (twenty) intersections with the design and construction of speed change lanes for turns at the left, traffic lights of at least 17 (seventeen) intersections, construction of at least 35 (thirty-five) bus stops, maintenance, repairs and fine-tuning of existing bridge structures and drainage works.
Section 2A contemplates the duplication of 24.1 kilometers of the route that begins in Ytororó and ends in the city of Itá, with 4 links in San Antonio, Ypané, Guarambaré and Itá. This sector also includes the construction of at least 1 walkway, at least two uneven intersections at Liceo Acosta Ñu and Ita-Nueva Italia and demolition and reconstruction of five existing bridges 5 bridges.
In section 2B, 25 kilometers of route will be duplicated with 3 new interchanges, remodeling of 1 interchange, at least 2 pedestrian walkways, remodeling and reconstruction of 1 existing bridge and an 8-kilometer variant in Yaguarón.
In section 2C, the improvement of 23 kilometers of route will be carried out, from Paraguarí to Carapeguá, which consists of rehabilitating the pavements, which involves milling and reconstruction of the asphalt layers.
Section 3 includes the improvement of the route in 25 kilometers that includes the Roque González de Santa Cruz variant, with the reconditioning of approximately 1,500 meters, which consists of carrying out a rehabilitation of the pavements, which involves milling and reconstruction of the asphalt layers the reconstruction of two bridges is also being considered.
All this with an approximate investment of USD 430 million.
