MTC and APN launch National Port Development Plan

The Minister of Transport and Communications, Raúl Pérez Reyes, and the President of the Board of Directors of the National Port Authority (APN), Juan Carlos Paz, presented the main pillars and aspects of the update of the National Port Development Plan (PNDP), a key tool for the growth and modernization of the National Port System (SPN) of Peru.
The PNDP, originally approved in 2012, has been revised and adjusted to address changes that have occurred over the past 12 years. The updated version, which will be in effect for the next few years, aims to ensure sustainability, improve competitiveness and promote regional leadership in the port sector.
During his participation, the head of the MTC pointed out that the update of the PNDP is a “fundamental piece to position Peru as a leader in port development on the west coast of South America, ensuring that our ports remain competitive and sustainable at a global level.”
The PNDP 2024 is structured around five strategic lines: strengthening the regulatory framework, improving the sustainability of the SPN, promoting port competitiveness and efficiency, boosting port governance, and promoting technological development in ports. To this end, 22 strategic actions and 10 key indicators have been defined that will measure progress and allow adjustments to be made based on the results obtained.
One of the highlights of this update is the emphasis on sustainability in its three dimensions: economic, social and environmental. In addition, the PNDP is aligned with other relevant technical documents such as the National Plan for Transport Logistics Services and Infrastructure to 2032 (PNSILT-2032), and complies with the guidelines established by Law No. 27943 of the National Port System.
The Plan also includes a set of strategic objectives ranging from strengthening the legal framework and port governance to modernizing the system with the use of new technologies.
By 2030, the SPN is expected to have achieved key milestones such as leveraging the country's comparative advantages, transitioning to more sustainable ports, and consolidating port leadership in the region.
Furthermore, we aim to consolidate Peru's leadership in port development on the west coast of South America, becoming a regional and global benchmark in terms of efficiency, sustainability and competitiveness.
