
MTC approves regulations for deployment of 5G technology or superior in Peru

The Ministry of Transport and Communications (MTC) approved the regulations for Legislative Decree No. 1627, a key rule that promotes the deployment of public telecommunications services using fifth-generation (5G) technology or higher in the country. This regulation establishes a special framework for direct spectrum allocation, prioritizing interested companies' access to the resource in exchange for mandatory investment commitments. Deputy Minister of Communications Carla Sosa Vela explained that this mechanism is innovative and has a high potential for positive impact on local development. Its implementation is geared toward technological advancement, sectoral analysis, and the benefits it will bring to the Peruvian digital ecosystem and industrial development.
The regulation details the legal, technical, and economic-financial requirements for company participation, as well as the provisions for the call for proposals, the processing of requests for expressions of interest, and other key aspects for the application of this special mechanism. It also establishes the criteria for determining the availability of radio spectrum and the valuation of pre-existing allocations, allowing for the definition of the level of investment commitments that concessionaires must assume.
To ensure efficient spectrum distribution, the regulation contemplates an auction process in which priority will be given to companies with the largest investment commitments. This mechanism will allow for a flexible and efficient distribution of the radio spectrum, ensuring sufficient blocks to take advantage of the full potential of 5G and expand its coverage throughout the country.
The Ministry of Trade and Industry (MTC) emphasizes that this measure represents a milestone in the modernization of telecommunications in Peru. Its implementation will not only strengthen connectivity but will also drive the development of new services and the digitalization of key sectors such as mining, healthcare, and education, fostering innovation and competitiveness in the national economy.
With the approval of this regulation, the Ministry of Trade and Industry (MTC) reaffirms its commitment to guaranteeing an enabling environment for investment in telecommunications infrastructure and ensuring that more Peruvians access the benefits of 5G technology, promoting the country's sustainable development.
