National Government begins process to acquire 150 new thermal MW to serve the country

The National Government, through the Ministry of Energy and Mines – MEM and the Electric Corporation of Ecuador – CELEC EP, began the seventh process for the acquisition of a new thermal power plant that will be incorporated into the National Interconnected System. It is a 150 MW (megawatt) thermal power plant that will be installed in Esmeraldas, next to the State Refinery.

This plant, which will have containerized generation units, will use HFO6 fuel, which is produced 500 meters away in the refining complex, thereby reducing the cost of fuel transportation.

Yesterday, CELEC EP published the process on the Public Procurement Service – SERCOP portal, which begins with the reception of proposals for the acquisition of these new facilities. According to the publication, interested companies have until Thursday, September 26 to submit their proposals. Immediately, the Technical Commission will carry out an analysis of the term, price and adherence to the technical criteria established in the terms of reference (TDR) and will select the most convenient proposal for the country.

This will be followed by the receipt of forms by the selected supplier, the issuance of internal documents for the award and the award will be made to the proposal that best suits the country.

The contracting process will be carried out through an emergency process. To this end, the General Management of CELEC EP declared this Strategic Public Company in a state of emergency and authorized the necessary contracts to be made.

This process is part of the second block of emerging generation, with which up to 800 additional MW will be incorporated into the National Interconnected System.

The acquisition of new generation units is part of the actions being carried out by the Government of President Daniel Noboa to address the energy crisis resulting from a hydrological crisis, marked by a severe drought in the main water basins that supply hydroelectric power plants.
