Nudge for Puerto Rico plan to add 360MW energy storage

Puerto Rico’s energy regulator PREB has approved plans by Luma Energy for a program to fast track the incorporation of battery energy storage systems (BESS).

The decision authorizes the company, which operates the island’s distribution and transmission grid, to work with independent power producers (IPPs) to advance the “accelerated storage addition program” or ASAP.

BNamericas previously reported that Luma had presented ASAP to the watchdog and stakeholders.

“Upon evaluation of the ASAP concept, the Energy Bureau determines that it is aligned with Puerto Rico's energy public policy which aims, among others, to promote the changes to transform the electric power system … [and] is consistent with the current integrated resources plan and modified action plan, which considers 1,500MW of BESS as part of the renewable procurement efforts,” PREB said in a resolution and order.

Consultation has been opened for the proposal which envisions adding up to 360MW at 13 existing IPP facilities through amendments to existing power purchase and operating agreements (PPOAs).

An initial phase to add 185MW of BESS would not require network upgrades or interconnection costs and could be commercial in less than 12 months, while a second phase for 175MW would require minor interconnection work.
