Opening of Envelope No. 2 of the price proposals for the Sale of Paraguayan Electric Energy to the Brazilian Electricity Market

Moving towards a new chapter in Paraguay's energy history with the first price contest to market Paraguayan electric energy to the Brazilian market, the National Electricity Administration proceeded today, Friday, September 6, to open Envelopes No. 2 containing the price and term proposals of the firms qualified for the call for International Public Tender No. 2738/2024 "Price Contest for the Sale of Paraguayan Electric Energy for the Free Contracting Environment (ALC) of the Brazilian Electricity Market (MEB)", thus ensuring a transparent process in accordance with current legal procedures.
The public opening ceremony was held in the boardroom of the Institution's headquarters and was led by representatives of the units in charge of the Public Contracting Department of ANDE, accompanied by representatives of the Institution's Internal Audit. In addition, representatives of the various competing companies and the press were also present. Once the envelopes were opened, the corresponding minutes were drawn up, leaving the list of bidders as follows:
1. ENEL TRADING BRASIL SA Offered price: 10.11 USD/MWh - Period: from 01/01/2025 to 31/12/2026.
2. MATRIX COMERCIALIZADORA DE ENERGÍA ELÉCTRICA SA Offered price: 12.00 USD/MWh - Period: Up to three (3) years, minimum one (1) year.
3. INFINITY ELECTRICAL ENERGY COMMERCIALIST. Offered price: 21.03 USD/MWh - Period: for a period of six (6) years.
4. AMBAR ELECTRICAL ENERGY COMMERCIALIST. Offered price: 10.33 USD/MWh - Period: for a period of six (6) years.
5. ENGELHART CTP (BRASIL) SA – BTG PACTUAL COMMODITIES SA Offered price: 7.73 USD/MWh - Period: for a period of three (3) years.
6. KROMA ENERGY COMMERCIALIST. Offered price: 8.68 USD/MWh - Period: for a period of six (6) years.
7. VITOL POWER BRASIL LDTA. Offered price: 8.66 USD/MWh - Period: from 01/01/2025 to 31/12/2030.
It should be noted that this tender is part of the Memorandum of Understanding signed on May 7, 2024 between Paraguay and Brazil, on Directives related to the energy of ITAIPU Binacional, in which Paraguay and Brazil accept that Paraguay will have the possibility, immediately, to sell its energy to the Brazilian free market, in accordance with the regulations currently in force in Brazil. On May 31, the Terms of Reference of the Contest were published, on July 26, 11 offers were received for authorization from interested agents, on September 4, the list of the 7 authorized companies was published, and today, the price and term proposals for the 100 MW of CH Acaray were finally known.
