Peru energy watch: Regulatory tweak, gas plan update, consumption data

Peru’s energy and mines ministry published a bill to modify supreme decrees related to power grid withdrawals by large users in the short-term market.

The proposed changes cover toll payments for secondary (SST) and complementary (SCT) transmission systems, the social energy inclusion fund FISE charge, and rural electrification resources.

“The legal framework of these regulatory charges does not contemplate explicit mechanisms that make it possible for large users to comply with making the corresponding payment,” according to the ministry.

Gas plan update

Energy and mining investment regulator Osinergmin published natural gas distributor Gases del Pacífico’s (GDP) updated plan and rates proposal as part of the rate setting process for 2025-28.

The release follows responses by GDP, also known as Quavii, to observations made by the watchdog to the previously submitted plan and proposal.

Osinergmin is scheduled to publish a draft resolution next month and the rate setting resolution in December, after which stakeholders may file appeals with a final resolution due to be issued in February.

Consumption data 

Osinergmin also released results of the latest residential energy consumption and use survey that is used to evaluate consumption patterns of various energy sources, including electricity and LPG.
