Peru roundup: Solar concession, consultancy call, rural electrification

Peru’s energy and mines ministry granted GR Liblanca a temporary concession for the 200MW Locumba solar project in Tacna region.
The special purpose company established by Madrid-based Grenergy filed the concession request in January, ministry information shows.
The developer now has 24 months to conduct feasibility studies.
Consultancy call
Energy and mining investment regulator Osinergmin launched bidding to evaluate the application of the “building blocks” regulatory model for power distribution.
“It is proposed, in the short term, to migrate from the 'efficient model company' regulatory model with maximum price, represented by the added value of distribution (VAD), to the 'building blocks' regulatory model with maximum income, incorporating the definition of the regulatory base of assets, the formulation of investment plans and incentive mechanisms for the quality of electrical service,” according to the watchdog.
