Peru to award spectrum and water and health infra PPPs for US$677mn

Peruvian investment promotion agency ProInversión lined up several bidders for the five contracts worth US$677mn it will award this month.

ProInversión will award 4G spectrum in the AWS-3 and 2.3GHz bands and PPPs for the Puerto Maldonado wastewater treatment plant and two new hospitals.

Early this year, ProInversión awarded two transmission lines for a combined US$73mn to Spain’s Acciona Concesiones.

BNamericas takes a look at the bidders and schedule.

Spectrum

On June 9, main telcos Telefónica, América Móvil, Entel and Viettel will bid for 4G spectrum valued at US$268mn.

The AWS band is divided into 2x15MHz block A and 2x15MHz block B and the 2.3GHz band involves a single 30MHz block.

America Móvil subsidiary Claro invested 1.28bn soles (US$347mn) in 2022, Telefónica 591mn soles, Entel 499mn soles and Viettel 277mn soles.

Wastwater plant

ProInversión selected Mexico’s Tecnología Intercontinental, Spain’s GS Inima Environment, FCC Aqualia and a consortium comprising Copasa and Almar to bid for the US$86mn Puerto Maldonado treatment plant in Madre de Dios region. Awarding is planned for June 23.

Mexico’s Fypasa Construcciones pre-qualified in the last call in 2021 but was rejected this time. Fypasa won the tender for the Titicaca treatment plant in Puno region in 2019. FCC Aqualia and Copasa also participated in that tender.

Hospitals

Acciona Concesiones, Ohla ConcesionesIBT Health and a consortium comprising Promotora y Desarrolladora Mexicana de Infraestructura and Currie & Brown México qualified to bid for the US$183mn Piura and US$140mChimbote hospitals in Ancash region. Both will be awarded to a single bidder on June 28.

IBT previously won the construction contracts for Lima’s Guillermo Kaelin and Alberto Barton hospitals and developed projects in the energy, water and basic infrastructure sectors.

Acciona Concesiones has won four electric power PPPs in two tenders last year. In Peru, the company also has a wind farm in Marcona (Ica region), three wastewater treatment plants and provides other water services.

Ohla is building flood defenses along the Casma and Huarmey rivers for 122mn euros (US$130mn), while Currie & Brown is supervising contracts for the children’s hospital in Lima.
