Private electricity generators will provide additional energy in periods of deficit

The determination of the technical and commercial conditions for owners of private electric generators with a minimum power of 100 kW (kilowatts), who participate in the self-supply of electric energy in conditions of generation deficit or rationing, is the main objective of Regulation No. 003/24, which was officially presented by the Vice Minister of Electricity and Renewable Energy, Rafael Quintero, during a conversation with the media, held on September 10.
The regulatory document, which was approved on September 8, 2024, under Resolution No. 006/24, of the Electricity Regulation and Control Agency -ARCONEL-, requires distribution companies, nationwide, to register and qualify private emergency generators, to establish a monthly calculation that quantifies the amount of energy produced by said generator, while it remained in operation, in order to apply the corresponding incentives, which will be implemented through compensation in energy billing.
“In just a few months we have worked to unblock processes implemented by previous administrations. We have focused on streamlining the procedures. This Regulation is in addition to the additional energy contracts that are already underway, which are intended to deal with the drought and strengthen our system. Through this regulation we foresee a contribution of no less than 100 MW from private generators,” said Vice Minister Quintero.
The electricity company in each area will perform a monthly calculation based on the information obtained from two meters, one that records electricity consumption and commercial billing (normal meter installed by the distribution company (M1); and another, which determines the energy produced by private emergency generators (M2) during the deficit or rationing period.
It should be noted that this regulation is freely and voluntarily applicable by the owners of emergency generators, for which they must follow the following qualification process:
As part of this regulation, it is established that the Electric Companies must immediately implement an information campaign in order to promote the participation of the owners of private emergency generators and qualify the requests under the scheme proposed in the Regulation.
