PROINVERSIÓN and GORE Lambayeque sign agreement to promote two modern hospitals for more than S/ 1,400 million

The Private Investment Promotion Agency ( PROINVERSIÓN ) and the Regional Government of Lambayeque signed a Collaboration and Commission Agreement to develop two modern hospitals through the Public-Private Partnership (PPP) model, with an estimated investment of more than S/ 1,400 million.

The agreement was signed by the executive director of PROINVERSIÓN, Luis Del Carpio, and the regional governor of Lambayeque, Jorge Pérez. Its objective is to carry out the necessary studies for both hospital projects and manage the process of promoting private investment until the awarding and signing of the PPP contracts, in accordance with Legislative Decree No. 1362 and its regulations.

One of the projects included in the agreement is the “Improvement and expansion of health services at the Lambayeque Regional Hospital (Level III-1)”, a state initiative of the Regional Government that seeks to improve and expand hospital infrastructure, as well as guarantee its operation and maintenance.

This project will require an approximate investment of S/ 507 million and will benefit more than 970 thousand people. It includes the construction of an integrated procedures building, an oncology unit and a maternal-neonatal unit. It also includes the operation and maintenance of key areas such as clinical laboratory, nuclear medicine, blood bank and pathological anatomy.

The second project, called “Lambayeque High Complexity Hospital”, promoted by the Regional Government, includes the construction of a new third level hospital, the acquisition of equipment, furniture and vehicles, as well as its operation and maintenance.

With an estimated investment of S/ 896 million, it will benefit more than 1.3 million people. It will include essential services such as outpatient consultation, surgical procedures, emergency, obstetric center, diagnostic imaging, blood bank, general, pediatric and neonatal ICU, pharmacy, rehabilitation, nutrition, hemodialysis, dialysis and chemotherapy, among others.

Commitment to regional development

“The agreement reflects our commitment to reducing gaps in infrastructure and quality public services at the national level, especially in the regions. We will work in close coordination with the Lambayeque Regional Government and all the actors involved to make these projects a reality that will benefit the population,” said Luis Del Carpio, executive director of PROINVERSIÓN after highlighting the vision and commitment of the governor of Lambayeque to the PPP that guarantees the sustainability of the public service.

For his part, the regional governor of Lambayeque, Jorge Pérez, highlighted that both projects will allow for the provision of quality health services in a timely and warm manner. In the case of the High Complexity Hospital, he stressed that it will benefit, in addition to Lambayeque, the population of Amazonas, Cajamarca, La Libertad, Loreto, San Martín, Piura and Tumbes. “Today is the great opportunity for the Commonwealth of the North East of Peru to have a quality hospital through a public-private partnership,” he added. He welcomed PROINVERIÓN’s commitment to improving the health and quality of life of Peruvians.

Both projects were incorporated into the Multiannual Report on PPP Investments (IMIAPP) of the Regional Government of Lambayeque, prepared with technical assistance from PROINVERSIÓN and approved by the Regional Council in January 2025, marking a key milestone in the planning and development of PPP projects in the regions.
