Puerto Rico launches tender for US$64mn water plant overhaul

Puerto Rico launched a tender to upgrade the Culebrinas water treatment plant in Aguadilla with the aim of increasing capacity. 

According to the procurement notice for tender 23-SP-050 published by the Puerto Rico Aqueduct and Sewer Authority (PRASA), current production of the plant is 5.0mgd (million gallons a day) and the objective is to increase that to 10mgd. The winner of the bidding process will also have to install a new power substation, new power generators and carry out improvements to the Culebrinas raw water pump station. 

Investment is estimated at US$64.2mn. 

The tender rules can be obtained until July 17, and a compulsory clarifications meeting will be held on June 12. Bids are due to be presented on July 18 at PRASA’s offices in Hato Rey.

“This project will benefit approximately 18,500 families in the municipalities of Aguadilla, Aguada and Rincón in Puerto Rico,” says PRASA. Funding will be provided by PRASA, the US Federal Management Emergency Agency (FEMA), and the US Community Development Block Grant Disaster Recovery program (CDBG-DR).

The Culebrinas plant has repeatedly been affected by floods.
