Puerto Rico studying passenger train PPP

Puerto Rico's public-private partnerships (PPP) authority is reviewing development of the Caguas-San Juan commuter train project, according to a release from the authority.

The PPP authority, the department of public works and transportation, DTPW, the highways and transportation authority, PRHTA, and the Caguas municipality commissioned a feasibility study for the project which was completed at the beginning of October.

The project aims to connect the central eastern region of Puerto Rico with the public transit system of the San Juan metropolitan area through a separated and exclusive right-of-way along highways PR-52 and PR-30.

The PPP authority plans to tender the design, construction, operation and maintenance of the train under a 30-35 year concession agreement.

The train is expected to reduce traffic congestion and pollution in the region.

The feasibility study estimates that up to US$500mn will be required to fund the initial project investment, while annual operating expenses will be in the range of US$12.8mn.

Based on the findings of the study, the PPP authority "considers the project ready to move to the procurement phase."
