Pullaro announced that on November 25 the envelopes for the purchase of video surveillance cameras will be opened

The provincial government announced the opening of economic offers for the acquisition and implementation of 5,050 new video surveillance cameras, with artificial intelligence (AI), for the cities of Rosario, San Lorenzo and Villa Gobernador Gálvez, with an investment of more than 69mn dollars.

In this regard, Governor Maximiliano Pullaro explained that “on November 25 we will open the envelopes with the offers,” and stressed that with this initiative “the city of Rosario will be the most watched and monitored in the entire Argentine Republic, because we will triple the number of cameras that there are at this time.”

“This important monitoring system will be implemented gradually over the next year,” said the governor, and stressed that “with an orderly and efficient State, all investments will reach the place they need to go.”

For her part, Vice Governor Gisela Scaglia stressed that "in one year we will make the investment that was made in 12 years: 69mn dollars destined for the purchase of video surveillance cameras."

The tender provides for the purchase and implementation of the 5,050 new cameras within a period of 360 days, with a budget of US$69,978,909.00. The opening of bids will take place on November 25, at 11 a.m., at the Provincial Data Center, San Martín 1339 in the city of Santa Fe.

Proactive surveillance
The objective of the initiative is to improve citizen security through new technological infrastructures, and to have artificial intelligence for video analysis and proactive surveillance, and thus significantly reduce the time it takes to resolve crimes, providing evidence for the investigation in the shortest time possible.

In this regard, the Minister of Justice and Security, Pablo Cococcioni, explained that "we are moving towards the full integration of the video surveillance systems of the city and the province," so the location of each camera will be determined based on security criteria and operational efficiency.

Currently, Rosario has 1,608 cameras in 510 monitoring points, San Lorenzo has 121 in 49 points, and Villa Gobernador Gálvez has no cameras.

The 5,050 new cameras will be subdivided into monitoring points, where each one groups between 2 or 3. Of the total, 1,199 will be installed in the city of Rosario, at different points: 29 on Circunvalación Avenue, 50 high up and 1,120 in strategic locations.

Meanwhile, 302 will be installed in the cities of Villa Gobernador Gálvez, and 131 in San Lorenzo.

Finally, the mayor of Rosario, Pablo Javkin, indicated that by incorporating artificial intelligence into the system, “a car can be tracked by its license plate or color; as well as identifying a person. Nothing escapes the system,” for which they will have biometric facial recognition subsystems, license plate detection and forensic video analytics; and real-time analysis.

Tender details
The tender document includes the provision and installation of the servers, and the configuration of the AI for the current cameras; the provision and installation of the 5,050 video surveillance cameras; the preventive and corrective maintenance service for 24 months, to guarantee the continuous operation of the system with 24/7 technical support; the laying and commissioning of new optical fiber, to connect all monitoring points, expand the monitoring network and improve connectivity; and, finally, the project management, consulting and data analysis service.
